Who told you "這些國內的背景沒有任何用處". It is an improtant for you, especially when you do not have any publications here. You should have some conference papers here, shouldn't you?

Publication# is not the key point in NIW. The key point is your IMPACT of your past and current work on national interest and your peer's research. That is where you should focus to collect your evidence.

It is my personla point of view, just for your reference.
