談排期

其實排期一直存在，它顯示了美國務院在移民進程中的主導作用，而USCIS是具體辦事的。每年移多少，優先權，各類優先的比例，來源國的比例等，美國務院說了算。這就有了Visa Bulletin，每月更新。

要移民成功必須從美國務院獲得一個移民號碼(Immigrant Visa number)，具體怎麽操作呢？看USCIS的問答(http://uscis.gov/graphics/howdoi/immvisa.htm)。 這裏講了移民的三步曲，第一步即常說的140，第二步獲得移民號碼，第三步即常說的485。其中第二步對你是透明的，485被受理即已獲得移民號碼。沒有移民號碼給你，485會被退回。

再說EB3排期。它源於2000年左右H1配額的增加，這些人是要辦綠卡的。排期就控製了節奏，好處在於有一定的公平性，至少先辦先得。

EB2(包括NIW)沒排期，就有幾個月辦完的，還有等幾年搖頭歎氣的。誰能指望自己總運氣呢？
