this is out dated info.

911 changed everything. F2 can't register for degree programs. They are only allowed to take recreational classes, such as cooking, painting..etc...

In order to earn a degree and study fulltime, F2 has to change first to F1. Without F1 status, some schools won't even allow them to register.
