Please help; OPT--H1--H1

My OPT was expired on June 14 2005. Before that, a small company agreed to apply H1 for me. This H1 has been approved, which is one of the 20,0000 quotos of 2005. But I didn't see any sign that the boss is going to hire me soon. He said that he can't find any project for me right now. I've got no payroll and was asked to do some training.

My question;
1. Is it legal I stay in H1 without getting any payroll/
2. Can I apply for another job to get a new H1? How about the gap between June 14 and now?
3. Can I do a H-1 transfer for the new job?
