中國有條件開放稀土，美國又會釋出什麽籌碼呢？

昨天兩位老友通了電話，今天中方就有動靜了：

正所謂言必信，行必果。快。

那麽，米國會釋出什麽籌碼，何時釋出，抑或沒有籌碼，就吃個豆腐？

不，拒絕中國留學生赴美不是籌碼。
