The good thing is after I called his office and asked for

confirmation of the news, I was directed to the official press release, which doesn't mention TSLA or any dominant player being excluded from this possible CA credit. I suspect these are manipulated news, and jumped right back to purchase back my TSLL just sold minutes ago.
