問下後院加個涼亭，算不算temporary improvements

自住房後院想加個Louvered Pergola,這個是不是要HOA批準？我讀了一下文檔，沒有發現具體要求。隻是說No temporary building or structure shall be permitted except for those trailers, barricades, trash receptacles or portable toilets that may be approved or required by the Design Review Committee
