緊急求教：房客搬走後我才發現他們住了3年沒交garbage fee

事情是這樣的，lease裏麵寫清楚了garbage fee 是房客出，但是加州幾年前把garbage fee include到property tax裏了，我沒注意，他們住了三年，每年$643是我出的。

我現在還沒退deposit，我可以扣嗎？房客說是我沒有提醒他們，錯不在他們。

請問房東正常和合法的處理方式應該怎樣？求建議
