請中國師傅換新空調8千刀，需要向county申請 permit，做Inspection嗎？county 要求如下

    Even if the cost is under $20,000, a permit is needed if the replacement involves adding or changing the design of load-bearing structures, or the plumbing, heating, air conditioning, or electrical systems. 
    我的新空調價錢沒到2萬，師傅在原來水泥座上放了新室外機，但不知道有無其他"changing the design of loading-bearing structure",是否需要county inspection? 謝謝
