Contractor 威脅 file a lien, 怎麽辦？

A contractor 來做inspection，我之後把我已經有的insurance claim (hail damage) estimate emailed給他。我想把一些不在claim裏gate post , chimney, siding和窗戶一並修了,請他quote。他之後叫了一個handyman 來看chimney and siding, 然後他自行聯係insurance adjuster for supplement. 我後來決定不讓他做了。今天收到他的email, 說他和我有verbal agreement, 要我付$1,500。我怎麽辦？
