You fail to water the lawn causing it dies, I had spent $xxxx for a new lawn, this cost can be deducted from your deposit according to the lease agreenment "Landlord may use the Security Deposit to remedy Tenant Defaults" (check your lease if it has this term, Zillow lease has it).
For the water bill, it is your responsibility to find the running water, you can call city if you can get discount, but no matter what you need to pay off the water bill.
However I am willing to help to cover the new lawn at this moment but won't cover next time, you have to cover the water bill, please arrange payment in 3 days or evication will start (by my attorney if you do not want to try yourself).
