求教: 南加州一公寓房，隔壁房失火，同排房都沒有utility, 有很大煙味，房客沒有renter insurance

請教，我有責任和義務給他安排住處如hotel等？房客提出安排臨時住處或其他住房支持。

不是我的房失火，但目前沒有utility，不方便。我已經答應事後給他換地毯, 並且他可以提前終止合約...
