在學校附近租房子，房東要求先付1K的holding deposit 然後再看lease合理麽？

朋友小孩兒秋天去研究生，在學校附近找了一個房子9月份入住。房東要求先付1000的deposit，朋友覺得沒問題但是想先看合同，房東說交了deposit 才能看合同，交了deposit 之後，如果朋友退出deposit 就不退了。

我覺得是不是不太合理啊？正常的程序難道不是先簽合同，合同上麵詳細寫著什麽時候交holding deposit，security deposit，etc麽？我也拿不太準，跑來跟大夥兒問一下
