請教一個房屋保險的問題

自己二層樓的公寓的衛生間漏水，向保險索賠了，並向HOA報告了。樓下(其他人擁有)可能無人住，過了約三周在裝修時發現天花板漏水，樓下的裝修工把天花板和隔熱材料拿掉了。我自已房子的adjuster講，樓下他人的損失要另外作為我的責任索賠(liability claim)。是這樣嗎?謝謝!
