The unit has been overwhelmed with a three-foot-high pile of garbage, intentionally damaged appliances (see attached photos), and infestations of rats and roaches. The pervasive stench is spreading throughout the floor, posing a critical public health risk to building residents and potentially causing a building-wide health crisis. Even junk removal services are refusing to work in such conditions due to Vanessa's unfortunate habit of urinating and defecating on the floor and mattress.

Housing inspections have failed due to these appalling conditions. As the case manager, I urgently request your immediate intervention to address these issues and arrange for Vanessa's relocation. I am willing to offer Vanessa a $1000 cash incentive to facilitate this process.
