驗房之後有幾個問題請教

inspector 給我的要買的townhome 驗房後，我在準備給我的律師發文要求seller 給credit，下麵有幾個問題：

1-20多年的房子，heater沒有expansiion tank，這個是否要加？ 我估計400應該可以搞定？

2-repair credit這個具體要多少錢是誰定的？ 我自己找人估價嗎？
