求大夥兒給出出主意：斜坡上種點兒什麽？

坐標南加，HOA發信來說斜坡上需要有ground covering，我看鄰居鋪了厚厚的mulch（照片右上角），但是聽說過不了幾年就要重新鋪（？），所以過來問問大夥兒的意見，有什麽好的主意？我的理想是又便宜又好地滿足HOA的要求而且還low maintenance，是不是癡人說夢？謝謝！
