保險：surplus lines insurer？

我的保險agent推薦的underwriter, 價格合適，但是not licensed in California。下麵的是她的解釋。靠譜嗎？

Surplus lines insurer, meaning they are licensed outside state of CA. Most insurers in CA are now turning to being surplus lines insurers (still approved by the insurance commissioner to transact in CA and all other states, and still financially strong to support your claims) but they don't have to abide by the rules and regulations of our insurance commissions in CA. Most carriers have been so unprofitable that they have pulled from CA.
