There is a open source project PAINT.NET. It's written in C#. It has more functions than ms paint. The code is is quit large.You can trim some of the functions for your software.
If some one want to start from scratch, it can take about one month for an experienced programmer. I have done something similar for smart phone. The cost could vary depending on your detailed requirement.
