1。想在附近找個人多的地段擺攤，需要到哪裏去申請permit嗎？

2。申請permit後，可以同時在多個地段擺攤嗎？還是隻能身上揣著permit在一個地點

3。擺攤可以由非申請人來執行嗎？我申請了，朋友站攤，這樣可行嗎？
