If it's US address, and you printed shipping label in paypal, and your tracking showed the item is delivered, paypal will cover the loss as seller protection for you. you can call them. If no tracking number showed the item is delivered or international delivery that doesn't have tracking, ebay won't cover you. Then you basically lose the stuff and money unless you buy insurance.
