Have anybody shipped from u.s. to Germany?

I sold a coat worth $200 to a German buyer on Ebay. I did not insure it. Now after 3 weeks the buyer still has not received it. I check the status on both u.s. and Germany postal websit. Both shows no information after it was abroad in N.J.

What should I do know?
