codo problem

I have two codos purchased 5 years ago, and got ruined in a fire. Since then the association has sealed information on payment from the insurance company, and other information on the contractor who is doing the work in my two units. It has been 5 months, and the work barely started. Last week the bath tubs (metal) were put in that is lower quality than the ones we had before. I talked to the association but only got answer that we should talk to the contractor.Since then I have been calling the contractor who never answered even after I left several messages to his secretary. Do you have any suggestions on what I can do? Thanks.
