Want to open a kiosk to sell food... Suggestions!

Hi I am wondering if I can open a kiosk nearby the high school for selling snacks/drinks/food. The kiosk what i mean is just a temporary place, the moving trunk etc.

How to make that happen? Is there any license or permits i need to get?

You guys should see quite a lot of kiosk like that near the train station or on the street selling flowers/newspapers/food.
