It really depends on the product and country. Some products are high risk, especially PCs, electronics and Jewelry. Some countries are high risk, such as Brazil, Romania, Nigeria etc.
It's best you ask them to send you a payment that they can't dispute, such as western union or moneygram. But this may not be allowed at ebay and will cause you to lose many customers.
