because

people has no confident in the near finacial future.They want shortcut to get rich asap. So some people will take advantage of their resourse, like labs.

I was told some people succeed like steal some samples then go back China, others will get caught, I assume?

It's more like a gamble? win or lose, either way , it's gonna be big.
