你在理論上是合理的，但是在EBAY的操作中是不適用的，BUYER在惡霸上買了東西用PAYPAL把錢付給你，你就必須發貨。如果對方是騙子DISPUTE NOT RECEIPT或者 Not As Description 你就沒有太好的辦法了。
