if there is such a ground rule that protects the NET sales, then there's no need to contact the congress at all. currently, the State legislators have a lot of flexibility in deciding what may or may not be taxed.
the purpose of contacting the congress is to establish a federal rule that will preempt any state law.
whoever wrote this article wasn't thinking straight.
