This setting is attached with the DVD drive (hardware), not the software player.

Steps:
1. Right-click on My Computer.
2. Properties.
3. Hardware.
4. Device Manager.
5. Double-click on your DVD drive.
6. DVD Region.

Note that the change isn't unlimited. Normally you can change for 5 times.
