為什麽我的OFFICE 2003不能用PERMISSION功能?

係統: WINDOWS XP HOME ENGLISH
OFFICE 2003 PROFESSIONAL ENGLISH

每次點PERMISSION時,出現"Microsoft Office has detected a problem with your Information Rights Management configuration. You have pending changes to your system that require you to restart your computer. If this problem continues after you have restarted your computer, click Detect and Repair on the Help Menu."的窗口.重啟動後也是如此.

但是,我的電腦上沒有裝那網頁上說的那些程序啊.....

到底怎麽回事情???
