how to avoid 3189.com

My internet explorer is always taken over by 3189.com home page and search page. I used ietoy, IE programs, repaired IE all methods to fix it, but anytime I reboot or reopen windows, it came back. Anybody can help me to solve this disgusting 3189.com problem?
I guess there is a 3189 program in somewhere to run at windows open, but I could not find it and delete it.
