It is also against ebay & Paypal policy that charging the money without sending item to the winning bidder. That is FRAUD and ROBBERY. Imagine you paid for your stuff at the store but the clerk refuse to give it to you.
It may be ugly,that is the only way you get the bad guy attention. That is why I suggested to wait for a few more days to be sure.
