the performance of a CPU also depends on what you are asking it to do.the comparison you show is for office applications, not for cpu intensive applications, such as video processing.
The biggest advantage of PM is the battery life.
but I agree with you that CPU performance is not only about the clock frequence. That's why AMD doesn't use that concept anymore, but use performance equivalent instead.
