New connection wizard problem

I want to creat a new dial up connection through new connection wizard.
However, after choosing
> set up connection manually,
the options " connect using a dial-up modem" and connect using a broadband that requires a user name" is not selectable (in grey). Only the last option is OK.

Anyone could help? The modem is working properly. Maybe I turned off some required sevice.
