control panel->region option-> system language setting->adding chinese gb2312->download 五筆輸入法->install 五筆輸入法

bucause i use chinese version win2k and, i just know how to set it in english winXP, so i am not sure this process can solve your problem, but i am sure you need to install all of chinese font in your english system, then install 五筆輸入法
