One of the limitations of Microsoft's HTML Help is that it is difficult to create links to HTML Help files (.CHM) from HTML documents on a local machine. When accessing a regular link, you are presented with Internet Explorer's File Download dialog box, which asks you if you wish to download this file or open it from its curent location. This message is a security message hard coded into the browser for various file types.
