13, 14, 15 and 16 are correct only if the computer is running M$ windoze; they are not for a computer in general. For example, if you run LINUX, 15 (defragmentation) is definately not necessary; virtual memory size (i.e., swap space) is always defined when you setup linux (can be changed after installation of course), so 16 is again a no-point. 14 is also fine if you use a journalised fiel system (which is the case for almost all mordern linux distros); 13, 17 and 18 are generally not harmful if you do them on linux.
