Looks likely. You can:
1. upgrade to SP2 if you are using window xp
2. download software like "Ad-aware", "stinger", "MS antispyware", "Spybot", and "Firefox" (better using another uninfected computer to do so and then load them to your infected computer)
3. start your computer to safe mode, press F8 key soon after you power on your computer and before windows welcome screen appear.
4. install those software, following on-screen instruction.
5. run those softwares (except for FireFox which is a browser). those software will scan your computer and remove identified items. you may not need to run all of them but without further infomation these are something you can try on your own for now.
6. shut down and re-start your computer to normal mode
7. use Firefox browser and IE browser separately and see the difference, which will help you further to identify browser problem if IE is still not working properly.
