use windows task manager to check if inetinfo.exe is runing on the background. If you could not find it, that may mean you did not install it correctly or you may disable it somehwhere.If you are sure you have installed it, uninsall it then reinstall it from control panel. Make sure that inetinfo.exe is runing on background.then using administrative tool to configure you account (internet information service)
