any expert help me ? window xp

My PC fail to login now !!! Need Help !!!

Description as follows:

1. Windows XP chinese version installed before ! but when start,
the interface does not show me Welcome in Chinese at all !

2. No password set-up before in my PC, and can not login with blank !
(decoded password software has proved it !)

3. F2 set-up menu shows English only,
there are other languages but no chinese there.

4. F8 Safe mode boot does not help my reset my login !

5. When Star-up windows the interface shows a message in Chinese
translates meaning" Locally set-up does not allow login if exchange mode "

Any Expert help Solve this problem ?
