eh....read this...

it should not be deleted mannully, usually. It is usually kept in memeory to manage the history, but if you really really want to delete it....here is where you should look for it....

first open internet explorer, Tools->Internet Options-> click on "Delete files", "Delete cookies", "clear history", it will take a while.

Click on "Settings" change the number to smaller number.
This usually doesn't work...but it's worth a try.

and then manually check these folders.
\WINDOWS\Cookies\index.dat
\WINDOWS\History\index.dat
\WINDOWS\Temporary Internet Files\index.dat
\WINDOWS\Cookies\index.dat
\WINDOWS\History\index.dat
\WINDOWS\Temporary Internet Files\index.dat.

if you are sick and tired of IE I suggest you use Opera, Firefox and IE together.

None of the browser I mentioned above is good enough to be the single browser you use all the time. IE is good, but it's not all that great at security and harddrive management. Opera can have 0 cache and still run faster than IE, but it can't render all the sites correctly. Firefox is good, but it's still buggy, if you don't have an extension for it, you have to deal with it.
