perl IDE

I'm a perl beginner, can someone tell me a good perl IDE which is free? I want to use the Visual Perl plug-in for Visual Studio.NET at activeState.com, but it's not free.
Does anyone know where to download the formal Visual Perl plug-in? or other good free PERL IDE for windows?
