中文安裝問題求助！

小弟的公司休息室可以上網，但沒有中文，我曾試過安裝南極星，可是被告知沒有安裝權限，請問如何能夠安裝中文南極星？我實在是太想看到中文的網頁了！注：是windows 2000係統。
