I don't know too much about configuring a server you described. Here
are some ideas.
1. Yes. You can use Linux. But you need SCSI RAID controller in order
to support that large amount of storage space. Normal PC won't do
it. You need PC with server motherboard which supports 2 CPUs, such
as boards made by http://www.supermicro.com/, http://www.tyan.com/.
2. I don't know about the price. Maybe 10K+? Just a wild guess. You
may need a very good router (like CISCO router) which also costs
about 3K-5K in case one Linux server won't be good enough.
3. You need at least T1 line to support the traffic. You can also
put your machines in data center. It costs you from 1K to 5K
per month depending your needs.
4. I don't know about this one. But I think 80K would be more
appropriate.
Anyway, you need to find someone with good knowledge of hardware,
network configuraton and Linux OS.
