If your computer is with a CD-ROM, not DVD rom, your computer will not being able to play a DVD disk.

But for the first issue you mentioned "DVD from China and can not play in US" --- I don't know either.

If I were you, I would try them in my friend DVD machine to see whether they could be played or not.

My ex-boss also asked me this question before. He took some DVD from China and tried to play in his DVD player, but some of them do not work.
