HELP! IE Internet Options!

Hi, I need help for the IE internet! Any suggestion and comment are highly appreciated.

1. My IE window does not show the menubar, toodbar and address-bar. This means I could only browse the website I set as default website. What is the problem? Virus?

2. notebook. Internet options, security, both the customer level and default level are grey. It was set "no-accepting cookies", I could not access most website. The "medium" level is right, but not accept cookies!
I think both are resulted from some kinds of virus! However, I scan using Norton Anti-Virus, nothing detected!

Any one know or familar with? Please help me!!!
