The 1.4V Vcore is the standard for Prescott (your mobo will set Vcore to 1.4v by default). If you want to overclock, you can set it a little higher - that means the CPU will generate more heat therefore you need a higher speed fan. In other hand, you can set the Vcore lower as long as the CPU runing stable, so it will generate less heat -> longer CPU lifetime -> low fan speed -> less noise. In my case, the standard Vcore of my Athlon 64 3000+ is 1.5V, and I undervoltage it to 1.35V and it still run fine. My CPU fan is running at 1700 rmp and very quiet.
