What about other control panel applets? Do they work properly or not?
If it's just a registry hack. Check the following values in key \Software\Microsoft\Windows\CurrentVersion\Policies\Uninstall of both HKLM and HKCU.

NoWindowSetupPage

You can simply remove that key along with all the values to get rid of this problem.
