arp,traceroute, whois問題求教

請高手指點
1. 不是superuser,如何修改arp table?
2. 用traceroute, 如何知道"*"的machine不存在還是反應太慢,超過了時間限製?
3.如何連接一個whois sever, e.g.whois.arin.net?
