I think you can buy a prepaid card specifically for connecting to internet ( You can find it in many bookstores or communication facility store like cell phone store, you'd better have some chinese with you); or you can choose ISP whose No.often begins with 9, like 9xxxx.these ISP have Ads in many places.
You don't need to use US no. (like earthlink)very expensive to pay for long distance call.
